Samsung could probably fit the larger display (when compared to the Galaxy Note) in roughly the same footprint by squeezing the bezel, just like it did with the Galaxy S III. It is also tipped to utilize a dual-core Exynos 5250 processor, which runs on ARM 15 architecture that would provide better power and performance efficiency. This same processor was earlier rumored to power the Galaxy S III.
Other features that could make it to the Galaxy Note II are a 1.5GB RAM, 8-megapixel camera (probably same as the Galaxy S III) and the new software add-ons that we saw on the Galaxy S III. We have our doubts that Samsung would give the Galaxy Note II a paint of Android Jelly Bean, which is expected to be announced later this month at Google I/O, and would rather go with the same stuff as we saw on the Galaxy S III.
